Usually, unless almost all of their information (e.g. alignment) is very similar (if not the same) and their flavor text strongly reads the same, I play if safe and list them as separate gods. Examples of this are all over the place. Odin and Woden for one, and many deities from the Sumerian and Babylonian pantheons, such as Ishtar and Inanna. While the real-world history is that these were different names for the same deities, D&D has established that these are similar but different gods. This sometimes results in in-game history between said deities being given to explain the similarities better.</blockquote>
