I have a couple of thoughts. First, if I was attempting to protect an evil artifact from an evil cult, I would fill my dungeon with a bunch of good aligned monsters. Start off with some summoned celestial animals and as the party climbs the tower the monsters not only become stronger but they switch from being summoned to called. Now they're killing good aligned extraplanar and outsiders! Perhaps with each monster slain the killer is corrupted by some effect of the tower. Only someone pure can claim the artifact from its resting place in the tower? Definitely give the players the ability to talk their way out of fights. Displaying symbols of good deities and acting with mercy should help them climb higher. Building off that, maybe the tower has seven layers and each layer is themed after one of the heavens of Mount Celestia. Only by having some tied to that layer can the party progress. For instance, to get past the second layer, Mercuria, the party needs the scale of a good dragon since this is Bahamut's residence. Alternatively, if I was a wizard attempting to stop an evil cult from getting their magical doodad, I would cram the tower with any monster that has DR x / good. Evil cultists are not likely to have access to that type of damage. Remember, casting align weapon to make a weapon good makes it a [Good] spell!
