Explaining the Scenario - Detaining Suspected Enemy Agents

Okay I play in a game in which I (and another PC) are the rulers of a Country. This country is allied to a nation on its Eastern border. That Nation in turn borders the Hobgoblin Empire (to its North).

The Hobgoblins have begun expansion southward against the Allied Nation and the PCs Nation has thus declared war against the hobgoblins and is sending troops to assist its ally.

Now we have 'decided' to secure our northern border (which abuts another smaller country which acts as a buffer between our country and the Gobs) and part of this includes detaining all 'goblinoids' in that area. We have recieved 'intelligence' that some of the refugees are in fact an advanced guard of enemy agents who work by first establishing a presence in a country and then facilitating the invasion by the Hobgoblin army.

This is where things get fun one of the other PCs in the subgame* is a half-orc (well 1/4 Orc actually) and his family lives in the area where the goblonoids are being detained - ergo his family is likely to be amongst the detainees. Furthermore his Orcish Great-gandmother (orcs are matriarchal imc)was a known supporter of the rise of the Hobgoblin Empire, her daughter however rejected the cuelty of her life and with the help of a soldier fled south married the soldier and thus became the PCs grandmother. This grandmother was also known to assist other Goblinoid 'refugees' in resettling in my country.

Yes the decision to detain the goblinoids was 'inspired by real events' (sorry Dragongirl - I was trying to avoid that association in the other thread)

so the 1/4-Orc is now making approaches to the Court protesting the detentions as evil and not worthy of our 'great nation!'...

* Subgame set up
This is another experimental set up we're trying - the first metagame concerns the leaders of countries in the world and their actions (on a strategic level) This in turn acts as the metaaplot for the subgames (where the leaders of the respective countries act as DMs for other PCs who live in their country - my firend is the DM for this subgame...)
