If you are the caster of the wall can you cast thru it?

No. Each layer blocks Line of Sight and the Yellow through Violet levels will block Line of Effect for various spells. (in particular the Indigo and Violet layers will block *all* spells)

Of course, psions can cast thru the wall.......depending on your interpretation of the wall.

Well, a Prismatic Wall is certainly not a [Force] effect, but is, by most definitions a Wall.

However,

If a power requires line of sight (which includes most powers that affect a target or targets instead of an area), you cannot manifest it as a burrowing power unless you can somehow see the target, such as with clairvoyant sense.

That'll make it a bit harder.
