I would allow the assassin to take scrying with the extra spell feat.

I would allow him to use whichever version he chooses, in this case the bards.

The assassin would be level 12 before he could choose this feat. By that time the wizard has access to 6th level spells and can easily dispose of the assassin.

There's also no rule that a feat has to be useful period.
