most can be adapted from existing material.

brotherhood of steel? look at existing classes. would they not be some kind of soldier or similar?

items? maybe look at magic items from urban arcana or rename stuff from d20 future.

races should be relatively straight forward, the super-mutants may even use the mutation rules from d20 future.

setting info is the big one i guess. would be interesting to have some maps and stuff for the places you can go to and all that. what time period are we talking? F1, F2, F:BOS? (i hope one can guess what those are) or maybe some place in between them?

it appears that they are going for something similar to cocd20, as in a aggressive progression and a defensive one.

and that sounds good, because while i first reacted to cocd20 with a kind of "this cant work what so ever" mindset, the rule variations used in said book seems to capture the openness and feel of coc while being compatible with d20 in general.
