Absolute favorite: The Adventures of Winnie the Pooh.

While perhaps not my favorite Disney movie, Judge Frollo IS pretty much my favorite villain. That movie does not get enough praise for having a really complex bad guy.
I like Tarzan. The story is good, the villain is good, the animation is fun to watch, and the Phil Collins soundtrack works extremely well with the mood and story.
I have to go with The Great Mouse Detective and not just because it is about rats and mice . It is a fun action movie set in Victorian England and stars Vincent Price as the evil Ratigan. It also has a bunch of great songs. I am still unsure why it is so often overlooked.
