I really couldn't think of a good reason to not allow this. The score of 3 in mental stats would still prohibit spell casting, but allow the player to still be in control of his character, letting him follow the party around untill they were able to find a cure for the feeblmind. The spell as writen states that you can follow your friends around as well, but with a 1 int, the charater should probably be under the control of the DM.
