No more than 2 spells would be level 4 (and you already have two of those), no more than 6 level 3+, and no more than 10 level 2+. Assuming you want to have the highest level spells possible, that would get you 2 3rd level spells, 1 2nd level spell, and 5 1st level spells. These would take 26 hours and cost 650 gp (2 hours and 50 gp/spell level).
They do get free spells when they advance in level, two each time. You might want to actually read the class description before you start criticizing things. If the wizard is concerned about losing her spellbook, she should probably make a backup ahead of time and put it somewhere really really safe. If she loses her main spellbook, she at least has her already prepared spells plus her cantrips to deal with things until she gets to her stash. Then she can make a new backup. House rule territory: If I was feeling really nice, I would allow a spellbook-less wizard to "fast-track research" spells up to the amount she gets for free (level x2 + 4 spells, subject to the level limitations as when gaining them for free when leveling) for the same cost and time as if copying the spells from another spellbook, but not at the backup cost. This would represent the wizard knowing most of the spell from memory, and just needing to experiment to figure out the details again. That is: let's say you're a 7th level wizard with Int 16 who lost your spellbook without having a backup (perhaps you lost your spellbook once and got to your backup, but then lost it again before you had time to make another one). You have 10 prepared spells, which you get to write down at "backup" cost. Let's say your spell preparation included 3 1st, 3 2nd, 2 3rd, and 2 4th level spells. That'll take you 23 hours and cost 230 gp. You would then be able to "fill up" to 18 spells, so an additional 8, because that's the number of spells you would have gotten without extra effort.
