I do not think, under any reasonable interpretation, the fog would keep the dragon afloat, so the only question is how fast he will land. If he's strafing with a breath weapon, why would he be close enough to the ground for the fighter to hit? If he's passing directly over the fighter, it may not be to the party's advantage for him to drop out of the sky either, so the fighter likely will need to move to close for melee.</p></blockquote><p></p>
