He seems to have gotten the plan by default: nobody, including him, really sounds happy about the idea.</p><p></p><p>There are lots of notes scribbled in someone's rough cipher in the margins: Zook recognizes them as a pigpen cipher. He can translate them, but it will take another two or three hours.
