Firey Dragon Runesword rules

Joe mentions these in one of his latest reviews. Where can one find these rules?

NeMoren's Vault had a flaming runesword that became the epic contest of several characters before that player dropped out of the campiagn and that PC went to Oathbound to study how best to master that weapon.

This page has a lot of stuff on that campaign setting but I don't think there are any rules for it. In the module it was just get power x when you reach level y. Simple but fun.
