Because when a DM says you can or cannot do something, that always overrides the rules.If I say I want to jump on the back of the dragon, it doesn't matter if there ARE rules for that (although that makes it easier to agree on how to adjudicate the action), or if there are NO rules for that (in which case the DM just makes up a check).
