Not necessarily a true dragon (room for debate on that one), but you don't need to be a true dragon here.This is likely an oversight on WotC's part. It's hard to keep track of a lot of supplements, and the team working on Dcn was likely not the same one that worked on RD. I'm pretty sure no one intended for kobolds to be able to take Epic feats at low levels, but as written...</blockquote>
