Focused specialist + Changling

So a simple question here; can a changeling mage taking the substitution levels also take the focused specialist out of the complete mage? If so, how does it work?

How do the substitution levels work? (IOW, how is that worded- I don't know what book those are in.)

If they both trade a new ability for the same feature a standard wizard would lose, then they can't be used simultaneously.
