DMing a Drd that summons, I was rarely able to prevent her from summoning (yep, I do know how). Same thing (different group) with the Psi(shaper).</p><p></p><p><u>The Point</u>: You are _way_ "over-weighting" the 1 round casting time vulnerability. Big time.
