It WAS taken out of service by a different greater god in the same role, and now it's back up again. It seems to be well within the power of the god of death to do whatever he feels like with it, because they regularly do so.</p><p></p><p>I think it's hard to conclusively say that the FR gods are without power compared with gods of other settings. Other gods either can't or won't directly interfere with the world most of the time, while the FR gods seem free to.
