Many Utility powers are already defenses in everything but name. But the idea of being able to use a "Defense" action to change or change the effects of an attack could be possible. Utilities would then concentrate on powers focusing on non-directly combat relevant powers. (Is a +10 power bonus to Jump power useful in combat? Yes. But it's also good otuside. While a +4 bonus to AC and Reflex Defense is only useful in combat.)</p></blockquote><p></p>
