EN World is pretty darn good at this... There are some pretty talented GMs/DMs that hang out around here and are usually happy to help other GMs/DMs out.

Posting around here in the particular game's subforum is generally good. The WotC boards have a section "What's a DM to do?" that's actually pretty well-behaved, for the WotC boards.

EN World itself is fairly heavily skewed towards GMs. I suspect many RPG forums are.

I would find it hard to imagine a forum that offers more help to GMs than ENWorld does.
