Short answer: There are no hard and fast rules or guidelines to designing a Chosen of (insert deity here). Using the Chosen of Mystra and Chosen of Bane templates as a starting point, though, one might come to the following general ideas about such a template, in the hypothetical:
1) Template should only be awarded to high- or epic-level characters (all of the Chosen of Mystra are 21st+ level, and the Chosen of Bane is 19th level; Cadderly, the Chosen of Deneir, is briefly mentioned to be a Clr20, and the Chosen of Silvanus and Eldath are mentioned as 30th- and 25th-level characters in the 2e

2) Template should have roughly the following characteristics:
-Bonuses to key ability scores (Constitution, probably, for the Chosen of Moradin)
-One or two major supernatural abilities (silver fire for Mystra,
summon death tyrant for Bane; Moradin's might be an advanced version of
spiritual hammer, a resistance or immunity to forged weapons, or just a really powerful item creation ability)
-Some spell-like abilities (Mystra's get the best selection, but then she is the goddess of magic)
-Some immunities or resistances, typically a minor version of what deities or quasi-deities get (could include immunity to mind-affecting effects, ability or energy drain, death effects, or an energy type or two)
-CR +4
-Commensurate LA (probably about +6 or +7, assuming that you can only get the template at about 20th level anyway)
That said, a Chosen of Moradin template, were I to want one IMC, would probably contain a host of non-combat-related abilities related to leadership of dwarves and item creation.
