It is in the shadow of a huge spire rock formation. It is a city of 30,000 and is built over an old dwarven city (although this isn't necessary to the module). It could easily be part of any non-evil empire or an even an independent city.BTW the module certainly deserved its Ennie!GM12</blockquote>
