Fractional Hit Die

Are fractional hit die considered a full hit die for spells that have a HD limitation? For example, sleep affects 2d4 HD of creatures. If you roll a 2, would that affect 2 kobolds or 4 kobolds? (Kobolds are HD 1/2 d8).

Only rolled results are rounded. Since fractions are added to determine threat rating, i'd add them for HD dependant effects. Of course, if you have five kobalds, one orc, and a low roll, you could take out all the kobalds, but miss that orc by 1/4 HD.
 

The example for the sleep spell specifically shows the fractional HD for kobolds being added as fractions: roll "4" and affect 3 kobolds and a gnoll (total 3 1/2 HD) -- PH p. 253.
