Freedom of Movement vs. the wind

If a dragon has Freedom of Movement cast on him, can he be affected by something like Control Winds? How about a normal hurricane?

If a dragon has Freedom of Movement cast on him, can he be affected by something like Control Winds? How about a normal hurricane?

I don't think the winds would affect the subject of the spell, I mean, heck, freedom of movement negates movement hinderance from being in water.
