Or the PCs are just passing by as a Skaven troup assaults the ship and the mariners in its berth?Or, to shamelessly steal from the Trollslayer books, the Skaven have some of the Freeport Authorities (don't have the Book -yet) in their pay and the PCs overhear Skaven and Authority as they plot their next move.</blockquote>
