Let him away with little, creative things.</p><p></p><p>Oh, and encourage him to ask you about stuff in advance. Tell him that in game you're likely to make the quickest decision, and that more often than not, the easiest solution to any rules question is that which makes the situation not happen. ie - banning that particular use of the spell.</p><p></p><p>Tell him WHY you make the decisions you make. And I don't mean "because minor creation says vegetable, and water isn't a vegetable" type reasons. I mean "because if you use simulacrum to create a clone army, the game becomes less fun for everyone" reasons.</p><p></p><p>Finally - don't take no "oh, but last time you said" when you messed up the rules. Unless you wrote it down as a house rule, it's not a permanent change and he can damn well use the spell how it says.</p></blockquote><p></p>
