Full Attack and Move Silently?

In an adventure this week I had our party's 16th lvl monk fighting a death slaadi. The Slaadi used a Power Word Blind on the monk and closed into melee. His tactic was Full Attack, 5ft. step to another location while moving silently, rinse repeat. The monk had Blind Fighting so was not totally screwed but had to make a listen check to locate the slaadi. My players argued that the monster could not do a full attack and use the Move Silently for his 5ft step. I did not think this was prohibited by the rules or common sense. My question is then should the slaadi have been able to use his Move Silently to help keep the monk from locating his exact position, even if he used a full attack action that round.

IMO That was a valid tactic. You make Move Silently checks when you move. The Slaad made a 5'-move, hence, he may try to Move Silently as part of that 5'-move.

Normally when you are moving while silent or hiding, your movement is reduced by 1/2. I would say that, when he takes that 5ft step while trying to move silently, if he wants to make a full attack action, he has to take the -10 or something for trying to go normal movement.

My reasoning is that, if their movement is halved to have no penalties to the roll, then a 2.5ft step is then the equivalent of a 5ft step for someone moving at half speed.

First of all: You're the DM. You're correct. Be sure of yourself in all instances and these issues will melt away like butter on toast. Hmmmmm ... toast.

Second: I'd have ruled that the Slaad ould need to make a move silently roll opposed by the monk's listen roll. The slaad would have had to have a -5 or -10 penalty to his roll and the monk would have had a -5 roll for being distracted (he is trying to fight off combat after all).
