That's my general take on balance as well. An RPG is an ensemble cast, not a star vehicle for one player. Over the course of the campaign, everyone should be a reasonably equal (by perception, different players have different needs) amount of screentime in which they are the cool PC.

That is indeed what he is saying. I can assert this with certainty because I remember a thread in the rules forum a while back where he basically said that the GM should be forced to allow every option in every book because otherwise it is "nerfing" the builds that would use the options that were cut :confused: Needless to say, the position in the OP is quite alien to me, and to most others who commented in that older thread.
