Easily justified as being thousands of years old and paid off long ago. Or received as a coronation gift from a mage's guild.</p><p></p><p>You act like every new king has to pay for everything out of his own budget, like there hasn't been hundreds or thousands of years of history for kings to build up these kinds of things.</p></blockquote><p></p>
