The meaning conveyed is actually exactly the OPPOSITE of what Kinewyn is trying to convince Stephen of! Stephen is refusing to allow Kinewyn to visit Earth, and Kinewyn is trying to tell him that he doesn't believe that Earth will be destroyed... By saying "I do not believe that Earth will not be destroyed", he is saying "You're right, it will destroy Earth!" Nevertheless, Stephen agrees to take him along, on a few conditions!
