So I guess I might nix the 'relatively resource-rich' bit on the basis of it just not mattering; one planet is going to have little trouble building a big enough fleet for a vest-pocket empire out of its own natural resources.</p><p></p><p>The biggest thing the Empire would lack out of its homeworld (as I envision it) is 'homegrown' manpower; they were pretty small when interstellar civilization collapsed and although their native population has grown relatively quickly over the last few centuries, it's still in the low hundreds of millions; without getting a lot of outsiders to 'buy in', they can't expand the benevolent arms of the Empire anywhere near as widely as they'd like.</p></blockquote><p></p>
