She wonders to herself. Her body unconsciously tenses up and she tries to think of anything she can do to get the drop on the Elite terrorist. OOC: Kelly will use a hp on the Initiative check if she scores a total of 14 or Lower.  If she wins initiative, she'll take a 5 foot step putting her between Tommy and Phase, and put up her force-field of air around herself.  Then she'll use extra effort to include Tommy into her force field.  Finally she'll use heroic surge to attack phase with +7(8L) Lightning with Fatigue, Area, and Snare.</blockquote>
