Here's something I've thought of. No longer any subraces -- each race would have a core set of racial traits (the usual, minus something) and a series of racial feats, or legacies, that can be taken only at first level or thanks to the paragon class' bonus feats. Everyone gets a bonus legacy at first level. This allows to recreate the default subrace by taking the "missing" racial trait as the legacy. Subraces can be simulated by taking another. Or several others, which requires taking paragon levels. Which increases the character's level, thus eliminating the need for a LA for subraces like drow or svirfneblin. Here's how work my current draft:
Lvl Special 0 Racial traits, bonus legacy 1 Racial skill bonus, special ability 2 Bonus legacy, special ability 3 Ability boost 4 Bonus legacy, special ability 5 Ability boost 6 Bonus legacy, special ability 7 Ability boost
These paragon levels are counted as Humanoid HD. As such, they have d8 HD, 2 skill points per level, a 3/4 BAB progression, a 1/2 spellcaster progression, and one good save. While everyone has the "zeroth" level in the class (which brings no HD), it isn't true for the following levels. The first level special ability might be a better-than-default stats progression, like a full BAB, another good save, a full spellcasting progression, or more skill points per level. Special abilities are fixed. The character has no choice. They could be automatic feats or other things. Ability boosts, racial skills, and paragon class skill lists depends on the race. For example, the ability boosts for humans are anything, but in three different abilities. While ability boosts for halflings are Dexterity, Intelligence, and Dexterity again, for Dwarves it would be Strength, Constitution, and Wisdom. I tried to build this basing on Arcana Evolved's racial and evolved classes, and UA's racial paragon class.
