You can't let a low-level PC just freely Heighten his 1st-level spell to 9th-level equivalent with Heighten Spell, for example, and it would be kinda problematic to let 'em Empower their 1st-level Magic Missile or whatever, though not as much. So you need to specify what limits apply to their Voice of Power's effects.</p><p></p><p>The turn resistance and turning susceptibility are just kinda wierd and I figure they're close enough to cancelling each other out to be of little import (and besides, how often are you gonna run into an evil cleric trying to Rebuke someone who appears to be living? Practically never, that's how often).</p><p></p><p>I'd consider it a fairly strong LA+1 race (considering that aasimar and such are somewhat weak LA+1 races). Assuming that Voice of Power has some reasonable limits in its metamagic enhancement capacity.</p></blockquote><p></p>
