(There's no debate about the spell here, there *is* amazement that there's a debate about it anywhere--it's one of the best-described spells in the game.) If a spell's area, target, or effect lies inside the globe, the spell is suppressed. Spells you have running on yourself stop functioning if you're in the globe. But you can blast away at targets or areas that lie outside the globe. Likewise, the globe does not block line of effect for spells.
