He's basically the jailer of powerful souls being held by the Raven Queen for some ends.</p><p> </p><p>The supplement is heavily paragon leaning, with some just below/just above monsters included ... and Vorkhesis is just an extra guy that can be included in a "return to the Shadowfell" detour if one of the PCs dies and doesn't have an epic destiny that just makes them alive again, or to set up a "meeting" between the PCs and the Raven Queen to, perhaps, lead to the final arc (she gives you help in tracking down say ... Orcus, or Vecna, or she asks you to deal with them, etc).</p><p> </p><p>EDIT:</p><p> </p><p>On a related note, the encounter booklet includes encounters ranging from 7th level to 19th (there is a single 24th level encounter at the end, and the beginning has a level 4 skill challenge that leads to a level 8 encounter). It's not all combat either, they have pretty big skill challenges (complexity, 5 and 4 respectively, with the first even having phases) which can easily be used in other cities, like a rooftop chase, or an investigation to track someone down in the city and bring them in for a reward.</p></blockquote><p></p>
