Whether or not you have rules and procedures that limit your input, whether or not you have multiple people splitting duties so no one person is unequivocally responsible, whether or not there is a well-constructed procedure for how declarations are allowed to be made, you're talking about people, collectively or individually, <em>declaring</em> what the solution is--and, thus, what it "always" was. Even though it wasn't <em>anything at all</em> until the solution was declared.</p></blockquote><p></p>
