So I plan on playing LFR and i am going to be playing a gnome. I was reading over there abilities it it states that they can make a stealth check to "escape notice." What does this mean?

In combat, most people make a stealth check so that foes lose track of them. The foe knows he's out there, but not where. Stealth is always made as part of an action, usually movement.

The gnome has the option to use stealth as a reaction so that the enemy isn't aware of them at the start of combat. Rogues can normally take advantage of cover or something if they're aware of the encounter ahead of time; gnomes can do it without having to plan on it.
 

So would this mean technically a gnome warlock who is walking and shadow walking would always be in concealment therefore almost always escaping notice?

At least in the beginning of the fight until they attack.

But Stealth isn't a Warlock skill. They'll have to pick it up via a feat.

And you can always make hide checks whenever you have concealment, so this isn't really unique to gnome warlocks since all warlocks gain concealment via shadow walk.

The only difference is that gnomes don't have to tell their DMs that they're sneaking about to get the Stealth check.

It's bigger than that. They get to make the roll as part of initiative. So they escape notice, attack with CA, move away stealthily to hide again, and spend an action point to again attack with CA. Or they can use it to run away and never be seen again. Or they can use it in other creative ways. The gnome gets to be stealthy at the part of combat without having anticipated the combat; no one else gets to do that. For a gnome rogue, it's huge; he doesn't have to worry as much about poor initiative rolls.
