Gnomish back pack balista

I came up with this one playing battle realms so i don't get all the credit. I was wondering how balanced people thought it.

small:
Dmg:3d6
Reload: reloading is a full round action.
take on/off: a move action to ut on/take off back pack balista
Firing: standard action, provokes attack of opertunity

medium:
Dmg: 3d8
(other stats the same)

Exotic weapon for all non gnomes. Martial for gnomes.

Uhhhhhh....... So it's like a crossbow that gets 3 times as much damage?

Yes.... Though it requires exotic proficiency and takes time to reload.
Perhaps 3d4 for small and 3d6 for medium.
I guess the load time is not that different from a heavy.....

I would make the reload time a full-round. And then I would say it was good

Clarification of the reload time

Ah.. the reload time stacks. A move action to take the back pack off, a full round action to reload it, then another move action to strap it back on. So two move actions + a full round action.

Would this be fine for the 3d6 damage for small or the 3d4 damage for small?

Compare to the great crossbow in Races of Stone: M 2d8/S 2d6, full-round action to reload, exotic. I'd say that you should require the EWP even for gnomes; this crossbow takes an additional 2 move actions to reload, so I think M 3d8/S 3d6 is probably fine.
