Mostly because: how would one do that, anyway? Is an adult blue dragon really worth 16,750 XP? That's only if you kill it, right? What if it was taking a bath when you fought it, and it mostly fried itself with its own breath weapon? What if blue dragons are the sacred patrons of the PCs' faction?
