Goblin and Kobold NPC CR?

The MM3.5 says that when giving Goblins and Kobolds NPC class levels, you should subtract 2 and 3 from the CR, respectively.

I really don't see this adding up well. It means a Kobold Warrior/4 is only a CR1 and at the same time, a Kobold Ftr 1 is also a CR1. The warrior would mop the floor with the fighter. Is this right, or am I missing something?

I also recall that the rules concerning kobold and goblin fighter type NPCs were not uniform. If it helps any, a kobold warrior is CR 1/4, and a goblin warrior is CR 1/3.

Let me ask you something - does the kobold fighter get an elite stat block, while the kobold warrior gets a typical stat block? That might also explain the apparent discrepancy.
