I have been using a program called Klooge Werks for some time now. It doesn't generate maps like NBOS does (which I realllly like and use with Klooge), but it plays much better that Screenmonkey. It incorporates alot more features that it, too.
I used to use WebRPG a couple of years ago, but got fed up with them between their servers and the pay thing.
It doesn't support voice communication directly, but I have use a couple of voice programs along with it and it works fine.
