There is a precedent for double hitting powers, but they're all pretty restrictive - Hellish Rebuke, Dire Radiance, and Riposte Strike. Weirdly, it's less of a problem if you restrict it to just dual wield but not bows. At least that's some restriction on its use.</blockquote>
