If I was your GM, TB42, I would let you use PA in a Grapple, so long as you take that penalty to the Grapple Checks. No one gets anything for free. To get the bonus there has to be the trade off. So long as Grapples are like Unarmeed attacks and Unarmed attacks get to use PA, you'd be okay in my book.Hey wait a minute...I am your GM...nevermind, it doesn't work, you cannot PA ina  grapple.
