Telchur is the Oeridian god of the north wind, winter, and cold. Vatun is the Suel god of of cold, winter, arctic beasts, & the northern barbarians (e.g., Frost, Cold, Ice).

Istus is a Baklunish deity concerned with fate, destiny, divination, etc.

FWIW, Sehanine Moonbow's portfolio is "Mysticism, Dreams, Far Journeys, Death, Full Moons, Transcendence", which could be interpreted as at least touching on fates, destinies & the like.

All those deities are described in the Living Greyhawk Gazetteer, IIRC.

If you're after genuine GH flavour, then the above is something to consider carefully. The gods are regional and racial and NOT all pervasive. Istus may very well be the goddess of fate, but she is the goddess of BAKLUNISH fate. Whether she cares about the Suel, Flan, Oerids, Rhennee, Jebli, Hoch Jebline, Euroz, Olve, Dwur or any other of the numerous races that dominate other areas of the Flanaess is a matter for the DM to decide.

Personally, I don't think she cares a whit about how the other races fair... in fact, I'd be hard-pressed to convince that she even cares about the Bakluni!

The same goes for the winter/ice gods. Vatun probably couldn't care less about what happens in Blackmoor.
 

At the same time, some gods in GH are "common" gods known and worshipped across ethnic and racial boundaries.

Classically (and canononically) Istus is not such a "common" goddess, however, I think it could work well for her to be worshipped in such a manner, much like Nerull, Rao, Tharizdun, and the other common Greater Gods.
 

The commonality of gods has everything to do with who worships them, not on which races they hold sway over.

The fact that only the Baklunish worship Istus indicates that they have a certain sense of predestination - the Suloise and Oeridians believe much more strongly that fate is what you make of it, rather than some divine plan.

The Earthly parallel to draw is with the Roman empire, where the Roman gods were worshipped in parallel with the Greek and Egyptian gods (Isis had quite a big cult, IIRC). So it is with the Suloise and Oeridian gods to a large part because of the influence of the Great Kingdom.

Meanwhile, the gods of lands like China and India (Baklunish) aren't well known and are therefore not worshipped. Remember, the Baklunish people didn't migrate and thus spread their religions like the Suloise and Oeridians!
