It covers a lot of territory, and includes a sample setting one can use as a guideline for settings of your own. Yes, it does use GURPS 4e mechanics, but as with any good GURPS book it can be adapted for use with other RPGs.
And, from what the TOC says, it would appear to have a 5 page bibliography. I've met Bill Stoddard. I read his postings at the Pyramid newsgroups. The man has diverse tastes in reading. You make even a half-assed attempt at trying the books in the bibliography you're going to be visiting the library a lot. That and/or used book stores.
I'm now waiting for my copy (be swift, oh faithful printer). I'll let you know what it's like when I get the chance.
