I crunched the numbers real quick for the fighter, because they're the one I care about the most at the moment. Just dealing with an individual action (now that action surge will be balanced). At the following levels, base damage, assuming ability growth at 4 and 8 and +x weapons at 12, 16, and 20 (as this favors twfing), twfing differs from gwfing by: Level 1: +2 Level 4: +3 Level 5: -2 Level 8: -1 Level 11: -6 Level 12: -5 Level 16: -4 Level 20: -7 Up till level 11, I wouldn't worry about the difference. That's good, because most of the others don't get a third attack. But the fighter still needs something at level 11. My assumptions are thrown for a loop because of the twfer gets two magic weapons, the gwfer probably should get a belt of giant strength along with their magic weapon; that would skew the numbers way off if you can toss on a 22 str belt. Personally, I wouldn't want to fix it with a feat, because feats should be balanced against other feats. I'd like to add something to the Extra Attack (2). But it can't be a whole second offhand attack, as an attack is dealing 8.5 damage at this point, and they're only behind by 6. Letting them be a little ahead wouldn't be the worst. But with the scaling magic weapon, they'd end up 5 ahead at level 20, and I don't think cries would favor the gwfer enough.
