I talked to Gail Gygax a few weeks back and I have some news regarding the Gygax Memorial.
First of all, the current plans for the Memorial Site are in a bit of flux. It doesn't look like Gary's memorial will be put in the Library Park, as the Lake Geneva Board does not appear to want to allow it there. Another park site will be chosen, but I have no word on which one yet.
Secondly, Gail will be at GenCon this year, and there are two notable events.
First, she will be giving one of the opening day speeches at GenCon.
Secondly and more importantly, the The GYGAX MEMORIAL CHARITY AUCTION will be held at 6:00 on Friday night in the Game Auction Room 124. There is a special unannounced item that will be revealed there. From the GenCon site:

A once in a lifetime event, Gen Con is hosting a special charity auction is to help raise money for the Gygax Memorial Fund in honor of the late E. Gary Gygax. Items in this auction are from Gary Gygax’s own personal collection and are being donated by Gail Gygax, Gary’s widow. Funds raised will help to erect a memorial in Gary’s name in Lake Geneva, Wisconsin, the birthplace of Gen Con.
Among the treasures being auctioned off are games from Gary’s personal library and program books of Gen Con’s past with Gary’s signature and notes. The event will culminate with one very special item, personal to Gary.
