Half-dragon grimlock

I’m creating a half-white dragon grimlock barbarian, and I have a couple of questions:

- A grimlock is blind, but the half-dragon template has darkvision and low light vision – does this supersede a grimlock’s blindness and blindsight?

- When assigning gear and treasure, do I use his effective character level (including LAs), his actual character level, or his challenge rating?

Half dragon does not grant eyes. It grants wings to large or larger creatures.
- When assigning gear and treasure, do I use his
DMG his PC Class character level in NPC Gear and his CR of treasure

MM His effective character level (including LAs) in NPC Gear

MM5 his challenge rating in NPC Gear

And yet, the rules don't specify that eyes are necessary to utilize dark- or low-light- vision, which the half-dragon template does grant. While it's reasonable to assume that the enhanced vision modes are with their eyes, it's not actually a given.

That said, the template also doesn't remove the grimlock Blindsight text, specifically "Grimlocks can sense all foes within 40 feet as a sighted creature would. Beyond that range, they treat all targets as having total concealment." While they would gain dark- and low-light- vision, it doesn't particularly do them any good. Blindsight reveals more detail than either within the specified range, and they always treat creatures beyond 40 feet as having total concealment.

It's semantic, and doesn't particularly change anything that I can think of. However, if some ability came up that negated blindsight, they would still have access to their alternate vision modes within 40 ft.

As for the character's cash, is this grimlock and NPC or a PC?

Vision: this has been covered (he gains darkvision and lowlight... but can't use either as they don't supercede his Blindsight limitations).

Gear as PC: ECL = PC of that level. Table in DMG pg 135.
Gear as NPC: Use DMG, MM, M5 guidelines... or just give him whatever the hell you want.
