Half Elf Rangers - Favoured Enemy:Anything?

So a Half Elf Ranger can choose Elf or Human as their favoured Enemy right?

Given a setting where Half-elves do NOT constitute their own 'race' doesn't this give them an unfair advantage to other races who are restricted by the not own race rule?

Same for half-orc rangers I suppose...

Actually I think they count AS elves since they have something call "elven blood" listed in their stats.

Same for half-orcs when it comes to "orc blood"
 

I wouldn't say it's an "unfair" advantage. Any demihuman ranger in a predominantly human setting has an advantage by being able to take humans as favored enemies, so half-elves don't get a huge advantage over that. And half-elves are somewhat underpowered; character/flavor reasons aside, there's little reason to choose a half-elf over either an elf or a human.

If it's really a problem for you, you could modify Favored Enemy to also include a Diplomacy penalty to Rangers dealing with Favored Enemies. This is a bit of a throwback to 2E, where they were hated enemies. That would more than offset the combat bonuses IMHO.
