Half-satyr errata in Dragon #313?

It seems to me that the half-saytr should have a Cha bonus, though I don't see a clear-cut case for any minuses. So, is +2 Cha, natural armor, head-butt attack, fey bloodline, low-light vision, and +2 to five different skills worth an ECL +1? I think so.
